It's in the new (current-)Tool Options panel. Look for the button in the footer, next to the tool/mode description and its icon. Also available in the Edit menu. The name for the panel hasn't yet been decided.
One problem with this code: tool options are not equally important for all tools. It might be nice to have a "soft" on/off for tools where the options are pretty much vital to any serious use of the tool, like the frame tool. I'm not sure how we could implement that in a way that wouldn't be annoying though. The Frame tool could also do with a "turn this off" button on the canvas which a) cancels the frame edit mode and b) turns off the frame. Rationale: it's an important escape hatch for users entering the mode by mistake, and we've streamlined turning the frame *on* when entering the frame edit mode - it's now automatic. Suggestions/mockups? Perhaps it could be combined with a "Show Options Panel" button. (I don't mind at all having clickable ever-present overlays in non-painting tools - especially when the tool splats loads of other clickable, draggable stuff onto the canvas. But painting tools will remain free of this sort of annoyance.) BTW: hacking on a paper size dialog addition at the moment. Not complete yet, and these dialogs are annoying and fiddly to rewrite, but it's in progress.
