Question after installing 4.1.7

I had installed MySql on Win2003, and when I check the 'server 
information' page, it shows a IP of 127.0.0.1.  The IP of the server has 
a 192.x.x.x address.

I'm asuming that this might have a problem why I can't telnet to it to 
make sure the DB is working??

How can I change this, or do I need to?
