SQLYog is great, I use it all the time. I've been on the BETA team for 3 years now and I buy at least one copy at every company I work for. Well worth the money if you are a serious MySQL developer.

However, to answer your question, google for putty.exe. The docs explain to you how to create a tunnel, I believe the switch you are looking for is -L. It's not difficult.
