In case mysql4 is mysql4.0 there should be a server system variable
default_character_set. If it is 4.1 see:
  http://dev.mysql.com/doc/refman/4.1/en/charset-syntax.html
  http://dev.mysql.com/doc/refman/4.1/en/charset-connection.html
