Yes, ORDER BY is allowed.
(mysql-test/t/fulltext_order_by.test can be used a s proof)
If you'll provide us with more info I'll be able to explain
what's going wrong.
By the way, why did you put item_no 'in quotes' ?
If they're present in your original query - it's a mistake.
