A couple of reasons why they might go this route is, one they might already have something similar to your needs based on mssql that they can customize quick and easy for a fast delivery ( hows their time table & their bid in comparison ). Or two they just don't have the mysql expertise in which case I wouldn't trust a port to them anyway. It isn't uncommon to offer a different way of doing things in a proposal just to catch the eye of the client. Not that I would personally do anything like that myself.
