I personally use PHP which it would use your familiar web browser. You can also use PERL, and I believe ASP as well.
PHP is easy for a front end and doesn't take much to develop! There is also a web based GUI for mySQL called phpmyadmin which is awesome if you know nothing about administering mySQL. You can pratically do anything from it!
