Seems to me an issue in your environment, not a MySQL service code issue. Take a look in the properties of the service called MySQL on the screen Recovery or the right of the user who installed the service. Also verify if \mysql\data\mysql.err shows the line with the message like this: 020405 19:56:24 c:\mysql\bin\mysqld-nt: Normal shutdown 020405 19:56:24 c:\mysql\bin\mysqld-nt: Shutdown Complete In the above case the SCM was received the instruction for to stop the service.
