No. Port 110 is used for POP. Barring any unforeen setup, the MySQL daemon
runs on port 3306.

Hmm, are you sure you are trying to connect to it via a domain socket? Dunno
exactly what happens if you enter a specific IP-address in PHP, but it might
try and connect to it using TCP/IP and the domain may not be setup as
allowed to connect that way.
Try it simple first; leave the server name blank (""), or put "localhost".
