The command is th same on just about all systems:
mysql -u username -p

You would then be prompted for the password. These are mysql username and passwords, not os level users. Typically the user would be root, meaning the mysql root user, not OSX root user.

MySQL has to be running too.
safe_mysqld &

What error message are you getting?
