Okay, I figured out the problem. Test cases will not pass if you compile MySQL with the flag --with-libwrap, if you don't include 127.0.0.1 in the /etc/hosts.allow file. Even if you have your machine's IP in there, you must also include the localhost IP as well. Oh, the frustrations this caused!
