importing form a file (question)

I had a free mysql database and admined with phpmyadmin. well i got a back up from called backup.sql

in side the file it looks like this

is there a way to run, and restore the database with this file. i dont have phpmyadmin installed, didnt really like the prog and trying to learn mysql through the console.
