I think 'mysql_config' built in mysql RPM (binary) package.
I use MySQL-3.23.55.1 and MySQL-3.23.33 under RedHat 7.2 and all are fine.
You can download binary format (RPM) from

http://www.mysql.com/downloads/mysql-3.23.html
included : MySQL-3.23.55.1.rpm (server),MySQL-client,MySQL_devel, and 
MySQL-Shared(mysql.so)

%mysql mysql_config --libs it's wrong. it should be
% mysql_config --libs
% mysql_config --cflags
