You should also be aware that utf8 is _not_ specified in an XML file. It
is a 'compiled' character set, which means it can only be enabled during
the compilation of the server.

We made an oversight and missed this file when we compiled the Windows
version of 4.1.0, but this has been fixed for release 4.1.1.
