Maybe it doesn't exist unless mysqld is running? There's nothing important in it. What does your my.cnf look like? Have you checked for startup scripts in /etc/rc? And what are the permissions on the directories all the way from root to the directory the socket is supposed to be created in? Do you have a user for mysqld to run as? What group is mysqld running under?
