To restate an earlier question more concisely: Is it true that a user who is given all privileges, including grant option, on a database (e.g., in order to administer that database) can create other users with any or all of his privileges, but cannot give them passwords? Is there some way to create an admin for a specific database that can do this, short of giving her update_priv on mysql.user.password(definitely not an option)? Is the only alternative that a root or other super-user assign initial passwords?
