Is Hour a DateTime? If so, will this work...

SELECT ticker, DATE_FORMAT(Hour,'%H' ), min(price), max(price)
from pricedata
order by DATE_FORMAT(Hour,'%H' )
group by DATE_FORMAT(Hour,'%H' )
