Did you change the permissions for the files to include read/write/change for the user/account MySQL uses on your system? This doesn't require deleting, as far as I recall Windows permissions...

Oh, can you verify that the file host under directory mysql DOES exist? If so, it's really most likely a permissions problem.

Check permissions on the mysql\data directory and files/folders below for the MySQL process/user (sorry for not knowing the right Windows terminology, I'm not a Windows user).
