The apt-setup task is for fresh installs, but I just noticed that you
were upgrading. update-manager shouldn't add the extras repository on
servers.

Bug description:
Upgraded my test server to maverick and now it has extras.ubuntu.com in
sources.list and no corresponding key (since this appropriately is not seeded
on servers).
