Shouldn't need root to run mythtv-setup. If it can't probe the card then
there is a permissions issue with the card.

Bug description:
When I launch mythtv-setup from System -> Admin, or from MCC, it can
not probe my PVR-USB2 card. I have to launch from the command line
with "sudo mythtv-setup" in order for it to be able to probe.
