But I agree with your conclusion, and thank you for your corrections and added details. Perhaps Ubuntu should split linux- firmware into linux-firmware-free and linux-firmware-nonfree (maybe merge into the existing package) then?

Nvidia's driver also requires the binary blob approach and is listed as a 'restricted driver' as it too requires an accepting of a EULA.
