I too had this problem with upgrading from Ubuntu 12.04 to 14.04. It seems that config.xml was not populated when MythTV was installed. I followed the advice above, that is copying info from mysql.txt to config.xml, then ran 'sudo apt-get dist-upgrade' which proceeded to successfully finish installing the two mythtv related packages.
I then ran 'MythTV Backend Setup' from the dash and this prompted me that it wanted to update the database to the latest version.
