This is Allan Stirling's use flag reporting patch, I changed it so
that you do not need to rerun configure for things to compile. But
you still need to rerun it to get the flag reporting feature.
This reports the CONFIG flags used to compile the frontend or the
backend when you do a --version query. This is useful when using
precompiled packages where you may not know exactly which features
were enabled/disabled.
