This patch fixes three problems with the hdtv reccorder. It's been 
tested by me and John Poet (who first reported these problems).

 1/ Streams with supplimentary PCR streams trigger asserts.
    I modified mpegstreamdata and hdtvrecorder so these are
    recoded properly.

 2/ Streams with random GOP's would stop recording a jump table after
    the first GOP in the stream. We now fall back to sequence headers
    after we see 32 frames without a GOP. If there are no sequence 
    headers within 48 frames we fall back to marking the location
    of every 16th frame.

 3/ I created a TSStats class to keep track of TSPacket statistics
    and only print them out every one million TSPackets if verbose 
    recording is enabled. I also changed various warning messages 
    about bad data in the streams from VB_IMPORTANT to VB_RECORD 
    messages. Some people were complaining about too much debug data 
    being output, especially on the more marginal channels.
