It arbitrarily chooses the first tuner today; it could choose the first tuner's recording under this system.

False. On my system, when I choose "live TV", MythTV takes me to the first tuner card that isn't already recording something (or playing live TV elsewhere). I call this choice "arbitrary."
The original question specified that "all are being used for recording", that's not the situation you describe here. You're applying Isaac's response to a different question.
