I also sent out a patch for testing off-line but of course David's code is a little cleaner while doing the same thing the same way =). For those who are curious but don't want to compile and set up a test case, here is the result with this patch.

All with SMH off.

Patched with NCIS lower than Nova:

In the first case, Nova has the higher priority and is not moved
(if SMH was turned on it would move). In the second case, Nova is
a kChannelRecord whereas NCIS is a kAllRecord making Nova the clear
winner. However, since the recpriority value is the same, it is
willing to move Nova.
