MythWeather is falling back on the non-animated map for me as well, and wasn't having issues back when I was still running 0.16.
After doing some digging, it looks to me like WeatherWantAnimated defaults to '0' and I can't see anywhere to set that to '1'? It doesn't appear to be available on my MythWeather settings screen. Am I missing something obvious?
