lot of people _insisted_ that they would help with development more if

People don't use it because it's not being used the devs. The devs
don't use it because nobody else is submitting to it.
If you actually made a concerted effort to use bug tracking, I suspect
things would change. I know I've looked at the bug list myself only to
come to the conclusion that it was out of date and the list was a better
source of information.
It's not out of date at all.
If you want it to work, you have to consistently use it, even when it's
painful. This has consistently been my experience in my professional
career as a developer.
I'm using it as much as people submitting to it are. I don't use it for my
own bugs I find, because I fix them as I find them, and going through the
process of submitting a bug for myself, and then marking it as fixed
immediately seems rather silly.
I wouldn't say that. I haven't programed in several years. So I have
no hope if fixing most things. I have been following this list for some
time so the 1st thing I did was upgrade to CVS then see If I could
reproduce. I could so I submitted a full BT and -v ALL log unto
bugzilla ticket #238 that was on 2/28/05. This ticket is still marked
as NEW. No one emailed me asking for more info. Nothing I haven't had
time to follow up or upgrade to the lastest to try and see if someone
might be able to help figuire why it crashes for me. I wouldn't call
that being used.
