I think you'd have to match against network id, to localise it a bit,
then get all the matching xmltvids for the station name, then localise
it down further with the service ids.
So for us in the uk we'd have
9018 BBC1 bbc1-bbc.co.uk 4164 beeb.icon
9018 BBC1 bbc1-north.bbc.co.uk 4168 beeb.icon

I like Stuarts idea though that it's made available online! Perhaps we
could use a page on the wiki to make it easy to maintain and have some
code download and suck off the page and parse it?
I wonder if the wiki owner would be happy with us doing this? Also what
about the issue of defacements of that page to screw up the import...?
Serious enough to be an issue?
Otherwise some other easy to maintain web app could be used. Just need
the fields you describe plus country and DVB-type I guess?
