Maybe I can help. I think he means PDC (programme delivery control)
system as defined in ETSI EN 300 231 (which can be received in Germany, too)
Isn't that for analog tv ? Or at least Teletext which AFAIK isn't
transmitted over DVB in the UK.
It is transmitted over (at least) DVB-T in Duesseldorf, Germany.
