This should only be the case if you have experimental EIT scanning
enabled. DVB on-demand is still working but the the EIT Scan is
continuous.... My hope is that someone will step in and improve on
this situation. Perhaps doing a scan every few hours, or just before
a recording (which would also catch changed start times...).

Aha, I see. I'm sure I did enable this but now I look for where to turn it off again I can't find it.

Don't do that! You can screw up MythTV by running mythtv-setup
while the backend is running. The harder it is to make that
mistake the better.

Eek!

Ideally, we would detect any running instances of the backend
and refuse to run the mythtv-setup. But someone has to write
this code...

At least a warning at the beginning during the "do you want to delete all your cards/channels"
messages should be trivial?
