Try the libdvb(dvb-mpegtools) mpeg tools. Specifically ts2ps.
cat source-ts.mpg | ts2ps dest-ps.mpg 0 0
or
ts2ps dest-ps.mpg 0 0 < source-ts.mpg
Works great for me where replex had several issues.
I don't burn them to DVD, but this will at least get you a mpegps file.
