No; local affils should be, and the networks almost certainly are,
following scheduler clocks that are within a second of UTC, if not much
more tightly coupled.  These days, still, that's more likely to be an
ESE or Datum/Bancomm GPS master clock than NTP, but... the times, they
are a changin'
