Thanks to all who responded to my last question.  Here's the next:

What is the minimal frame rate that a tv/monitor should support at 720x480 if I 
don't want to be downsampling DVD playback?

I'd like to build a myth system that plays DVDs at the highest level of quality 
so I am trying to figure out what I should be looking for in terms of a 
tv/monitor.

It appears that 720x480 (16:9) is the highest resolution currently found on 
DVDs.  But I haven't been able to find out what the frame rate is.  SDTV can 
have refresh rates of 60i, 60p, 30p and 24p at 720x480.  But are DVDs encoded 
with 60p-worth of data or are their intrinsic frame rates less?
