How do you change the default transcode policy?

I once tried a transcode, which went forever and I never saw any
actual difference in files.  I think it probably made the file so huge
that I didn't have enough space within the ten gigs I had when
trialling myth and so the transcoder gave up.

I would like to try again now though and convert to MPEG4/XviD or
whatever but I would like to make sure I am going to the right format.
