The problem is that video cards output RGB, not YPrPb.  So to use
component inputs, you have to convert RGB to YPrPb (not to mention
get your modelines right, which is an adventure in and of itself).  I have
not heard of anyone getting the ATI HDTV adapter to work in Linux.

Sounds like they're basically doing what I have suggested with regular VGA cards. They are using the 3 DACs that normally output R, G, B to output Y, Pb, Pr. I'm pretty sure that the same thing could be done with any video card the supports sync-on-green. If playing video via XVideo extension could be told that the video card hardware YUV translation but then not actually translate in the card... voila... no color transformation necessary.

Of course, regular non-video would have some pretty psycho colors... :)
