If you have iptables on the myth box you might want to look into the
--dstlimit and --connrate (last I checked) options to rate limit traffic
in and out of the box. The FTP server should also have an option to
apply rate limits to different kinds of connections (like limiting
anonymous users to certain speeds), at least vsftp does. Maybe scp has
similar options.
