Do you mean something like http://www.fastdruid.pwp.blueyonder.co.uk/misc/DSC00488.JPG (excuse the crap picture it's hard to get a decent one of a tv ;-) ) That is the image I get when I modprobe ivtv-fb on a cold boot. This is I believe static/crap in the memory of the framebuffer[1], it will go as soon as X starts (or you use the framebuffer) If you use the ivtvfbctl command you can change the global/local alpha settings so that the image doesn't show.
