I followed the how to and got it to work for a recent model dish network pvr. I think I used a 1k resistor a small black diode from some junk and a ir emitter that came with something I bought some time ago. (It had a 1/8 inch connector that i removed.)

I'm curious, but have you tried putting the diode directly in front of the receivers receptor? My file says 56kHz, so one would think if it was a timing issue then you could look at the time of the waveform on the oscilloscope and check that it is 1/56kHz = 17.9 microseconds.. I haven't studied exactly now these work so I may be a little off here, but it sounds more likely that your IR diode or resistor value isn't working well... (I should invest in a data aquisition card one of these days, but I hate to spend the money on one..) I assume you have the diodes correctly oriented since if you didn't you probably wouldn't get anything, but perhaps you should check it anyway..
