The hauppague cards are the way to go. 

My system is built on a P3 700, and the PVR-250 works like a champ.
Note, however, that this only handles the coding on the way in. If
you're trying to send the signal to a TV, you'll need a video card
that supports TV-out.

I use an old nvidia geforce 2 card with an S-Video port. I've got an
S-Video to RCA adapter plugged into that, and the RCA cable goes to
the aux-in of my TV. For sound, the on-board sound card is good enough
routed to the aux-in of my stereo.

This is hardly HD, but the system works well for me, and was built for
under $500.

What exactly do you mean that the hauppage cards are hard to come by?
Where are you located?
