Nothing in the GPL prevents selling someone elses work after all if
you couldn't do it then all the major distributions would be left with
just and installer script and not a lot else.

They ( the seller ) clearly state what it is you're buying as long as
they don't claim that they are the author of the software there is
nothing stopping them from selling copies of the software.
