IANAL, but I do know that if someone sends something to you in the mail
unsolicited they cannot expect or require payment in return.  It is
considered a gift and the law is designed to protect people against
schemes to hook them into paying for something.  Perhaps cable is the
same way.  If the company gives it to you and you've done nothing to
"steal" it, I'm not sure if that could be considered against the law.
But then again, maybe they consider just tuning to a particular channel
you're not being billed for "stealing".
