The solution is fairly simple. Add a driver option to honor the flag and enable it by default. Then it is the users choice and legal responsibility if they choose to disable it and ignore the flag. In a world marketplace its perfectly legal to have that option, its only illegal if you thumb your nose at the MPAA and turn it off here in the usa. (Something I endorse completely) :)
