I think what William is referring to is what the FCC calls "unencrypted 
broadcast television", meaning the equivalent transmission of any local 
free-to-air television broadcast, carried over cable or DBS.  Cable 
companies are prohibited from encrypting such content; if they do you 
can report them to the FCC.
