Strict versions would keep you locked in to a version until the
package is updated. And there were epochs were mythtv was released in
monthly cycles and there were also minor patch releases in between.

I would even drop versioning altogether, mythtv-suite was just a way
to get it all on your system. But some folks were using apt-get
install mythtv-suite instead of (dist-)upgrade for upgrading their
systems, so I introduced the lower bounds.

mythtv-suite is not intended for downgrading.
