My offsets do not seem to work. Only the resizing seems to be reflected on the screen.

Utilities/Setup --> Appearance --> For my 27" I use horizontal 632 vertical 440 X offset 22 Y offset 41 I needed to run the frontend in the GUI to get everything to fit. You may not need to do so. Then exit. Then tweak the numbers as needed.
