If you can run at full CPU for a long time at 51C, that's not so bad. That's pretty much what us Prescott guys run at, and our fans are cranking away at 2500+ RPM. So I wouldn't worry too much about your fan not spinning up -- count your blessings! Yes, it is weird, but at least you have a quiet box. Your BIOS issues may have something to do with this, especially if you are using the beta BIOS.
FYI, I suspect the CPU fan is set to thermostat somewhere around 47C, because my temperatures don't dip or rise too far from that as the CPU usage varies. The fan kicks in or dies off to keep temperatures around there. The lowest my fan every goes is around 2000, and that's when everything is starting out cold. According to the manual, there should be a BIOS setting for the minimum fan speed, temperature threshold, etc., but I could not find this in the BIOS, so the manual must be outdated. congratulations on getting your BIOS bixed and your pundit running. now the fun with drivers and mythtv configuration begins! - emory > Since I finally got my Pundit running, I can compare the temperatures.
