Based on what I read there, this isn't true, there are Free-to-air channels broadcast in dvb-s on the DBS satellites. Not very many, and they are not that interesting, and the number of any given satellite are small so you would need to be able to move from satellite to satellite to make any decent use. So to me it just didn't seem worth it.
