Be very careful about what kind of paint you use. Some paints will actually
absorb the signal and render the dish unusable. You really want to use a
paint designed for metal rather than house paint.

You are way off on the reason for the offset feed. The real reason is that
an offset feed gives you the maximum gain for the size of the antenna. If
the feed horn (lnb) is directly in front of the dish it blocks about 10-20%
of the signal the dish should have received. This means they would have to
supply a 20% larger dish to make up for it.

The concept you are proposing is a valid one. It is quite possible to put up
a fence or other dish hiding object where the dish is hidden from sight but
still can see the satellite over the top of the item. This is due to the
fact that the dish is actually looking up at a 33% angle relative to the
face of the dish. To visualize where the dish is looking. Draw an imaginary
line fron the center of the lnb to the center of the dish and then have that
line "bounce off" at the same angle and you will see where the dish actually
looks in the sky.
