Why not try and replace the fan with a heat sink? I think Jarod did that to one of his cards. Jarod, care to chime in?
Sure, why not... Yeah, I had a fan go bad on one of my GF4MX cards. Replaced it with a beast heatsink. Vantec makes some decent little replacement kits, fanless and fanned. For higher-end (i.e. hotter) cards, there's always the heatpipe conversion as well. At the moment, I'm just running a fanless (to begin with) GF FX 5200.
